First Deputy Head of the National Security and Defense Council of Ukraine (hereinafter referred to as ‘NSDCU’) concealed his rather profitable offshore company supplying equipment to Ukroboronprom (Ukrainian Defense Industry) that was paid out of budgetary funds.
A scandalous purchase of ‘second-hand’ 5-years aged SUVs for 107,000.00 USD with a corrupt profit margin of 56,000 USD that had been allocated from the budget, classified as confidential and transferred to offshores, gathered a far more scandalous momentum.
It turned out that the deal was personally supervised by Oleg Gladkovsky (formerly Oleg Svynarchuk) assigned as First Deputy Secretary of the National Security and Defense Council of Ukraine and Head of the Interdepartmental Commission on Military and Technical Cooperation and Weapons Export Control in Ukraine.
Moreover, Mr. Gladkovsky turned out to be a direct owner of the offshore company where the corrupt profit from that purchase was transferred to.
In any other legally sound state the document I’ve published below would have put an end to a dazzling career of Mr. Gladkovsky in a moment and he would have already been interrogated at the National Anti-Corruption Bureau of Ukraine rather than going to NSDCU meetings.
Well, I’m dismantling the intriguing facts and documents straight away.
As it appeared, the ultimate beneficiary of the Cypriot offshore called HUDC Holding Limited that supplied SUVs to the state enterprise SPETS TECHNO EXPORT with a corrupt margin of 1.5mln UAH was none other than Oleg Gladkovsky, First Deputy Head of the National Security and Defense Council of Ukraine.
There is a document confirming the following: as at September 2015 Oleg Gladkovsky was the beneficiary owner of the Cypriot offshore called HUDC Holding Limited known as the supplier of the armoured SUVs that were fully paid with funds from the state budget of Ukraine.
2 weeks have already passed since I filed a request to SPETS TECHNO EXPORT to provide an official reply conforming that these vehicles were cleared of customs and handed over to someone. The silent mode of SPETS TECHNO EXPORT can only be a proof that no customs clearance was done at all and it’s just another puzzle piece of the massive corruption jigsaw that should be taken into consideration by law enforcement officers.
And here we go with the most interesting part: HUDC Holding Limited is not indicated in the yearly declaration of Oleg Gladkovsky that he filed to the National Agency on Corruption Prevention in 2015.
This company is also absent in Gladkovsky’s declaration for 2016.
Obviously, exactly this evasion of the law made it possible to use the company for implementation of shadow schemes on embezzlement of budgetary funds. Moreover, the position of Oleg Gladkovsky in the official body and the classification of the purchase as confidential were nothing but helpful.
P.S. I filed this document together with a claim as to the violation of the law on corruption prevention to the National Agency on Corruption Prevention and the National Anti-Corruption Bureau of Ukraine.
