A Thief with an American Passport

The register was created by the ‘subsidiary’ of the Ministry of Health upon the order of Deputy Minister Linchevskiy without any legal grounds and protection of information.

Maksym Tsyhanok, Head of the State Enterprise ‘Ukrainian Medical Center on Road Traffic Safety and Information Technologies’ of the Ministry of Health of Ukraine (hereinafter referred to as SE UMCRTS and IT), was the accomplice responsible for realization of such a lucrative project aimed at charging people.

The frauds planned to make something around 500mln UAH per year.

Well, the Ministry of Health has already called the information about the paid register of professional examination forms faked.

So it’s going to be even more pleasant for me to squash these thieves with the help of the documents that I have at my disposal.

So, on April 25, 2018, the Cabinet of Ministers of Ukraine approved the so-called Road Traffic Safety Program of Ukraine until 2020 by its resolution No. 435.

On March 1, 2019, Oleksandr Linchevskiy, Deputy Minister of Health, signed a power of attorney entrusting Medical Statistics Center of the Ministry of Health of Ukraine to review the implementation of the Medical Treatment Enhancement Program on Road Traffic Safety and Driver Training approved by the Cabinet of Ministers of Ukraine. It all was done with reference to paragraph 5 of the program.

SE UMCRTS and IT was given a number of functions like organization of interaction between producers and customers of medical forms approved by the order No. 583 of Ukraine’s Ministry of Health in 2013.

Referring to the power of attorney of Ukraine’s Ministry of Health, Road Traffic Safety Program of Ukraine until 2020 and the internal order, Maksym Tsyhanok, Head of SE UMCRTS (he was assigned as head on January 23, 2018) issued a decree on April 22, 2019. The decree obliged all heads of medical institutions to charge people with 28.8 UAH for

‘Technical support, data storage on secure servers and placement of an electronic record on the site of Ukraine’s Ministry of Health (in case a person was examined and received a primary form)’.

Payment was applicable for all forms of medical certificates enlisted in the decree No. 583.

• No.1-PMR ‘Personal Medical Record,
• No. 140 / ‘Drug Abuse Preventive Testing Certificate,
• No. 127 / ‘Medical Certificate for Receiving Authorized Facilities License’,
• No. 122-2 / ‘Medical Certificate on the Passage of Mandatory Preliminary and Periodic Psychiatric Examinations’,
• Medical Certificate Regarding the Suitability for Driving’.

By that letter, he ordered responsible persons to check payment receipts when examined and also attached a sample of such a receipt to the letter.

Despite today's statement by the Ministry of Health that this information does not correspond to reality the decree has ALREADY ENTERED into force on May 1, 2019, although there are no legal grounds for this.

Since the resolution No. 435 of the Cabinet of Ministers of Ukraine (to which Mr. Tsyhanok refers) determined that the program should be financed from the state budget. There is also no order from the Ministry of Health of Ukraine and the corresponding payments order as well.

As it’s said in the receipt, SE INFORMATION AND ANALYTICAL CENTER (hereinafter referred to as IAC) is a recipient of the money ‘for each form’. IAC is owned by the Ministry of Youth and Sports of Ukraine (type of activity - data processing, posting information on web sites and related activity) and has no legal relation to SE UMCRTS and IT. Most probably, the IAC has been involved in this scheme due to the fact that SE UMCRTS and IT of Ukraine’s Ministry of Health has problems with the law itself. The unit of Mrs. Suprun owes 260k UAH to an enterprise with the same name (Subsidiary ‘Ukrainian Medical Center for Road Traffic Safety and Information Technologies’) for the delivered products (forms). Such a situation can testify to the fraudulent withdrawal of money within the Ministry of Health, since both companies participate in tender procedures under the same IP address, as evidenced by the auction that did not take place in January 2019.

Are they nothing but third-rate morons, you ask?

Yes they are and you shouldn’t be surprised.

Conclusions about the professionalism of performers working in the reformed Suprun’s Ministry of Health can be made based on the letter that included a demand of paying 28.8 UAH for each form. The letter, which was sent by Maksym Tsyhanok, Head of the SE UMCRTS and ІT, contained the email address of the Gmail domain (ukrlifesafetymed@gmail.com), as well as phone numbers of operators 095, 068, and 063.

The representatives of Suprun’s department can surely move out of the topic laying the whole responsibility on Mr. Tsyhanok calling it his personal initiative. But if I’m in the game it won’t work anyway.

The collaboration of Maksym Tsyhanok and Oleksandr Linchevskiy can be testified by the letter of the Ministry of Health of Ukraine (dated February 8, 2019) to the Antimonopoly Committee, in which the Deputy Minister indicates that the Unified Database of the Ministry of Health of Ukraine is the only one legitimate program and the responsible for road safety is laid upon SE UMCRTS and IT. The executor of this letter is Mr. Tsyhanok, and that same Deputy Minister Linchevsky is a signatory. And now, by not complicated arithmetic calculations, we establish that, thanks to such ‘extortions’ in the amount of 28.8 UAH per person at 20 million inspections per year, Linchevskiy and Tsyhanok expected to make at least 500mln UAH on patients and embezzle that amount of money.
